Update our SDLC instance refresh practice to utilize synthetic data for EBS

I am proposing we find a vendor to help streamline our instance refresh process through the use of synthetic data generation and removing the need for instance refreshes moving forward. This will reduce the refresh downtime, eliminate risk of PII in our non-prod databases, and reduce the database sizing required reducing cost and accelerating our cloud migraiton.
