Create capability to split Factory POs quickly and efficiently to enable a way to move POs and partial quantities between DCs

This idea will help us move factory POs and Ecom Bulk orders between DCs. As we continue to optimize our physical and throughput capacities across our network, we are needing ways to flexibility move supply between our DCs outside of the DC-to-DC transfer process. Transferring units are directly associated with costs of receiving units into one DC, picking and processing the transfer order, shipping it out, and paying the freight to send to another org.

As we improve our analyses around allocation and planning for inventory in each org, we are able to anticipate which style-colors are going to be planned in large quantities from one org to another. We'd like to get ahead of this process and send POs directly from the factory to the org where we ultimately want the product to go.
